State Police: Presidential Working Group Submits Draft Bill, 29 Amendments

The Presidential Working Group on the National Policing Bill has submitted the draft National Policing Bill, 2026, alongside 29 consequential amendment bills, to the Federal Ministry of Justice for legislative drafting review and validation.

The submission was made on 19 October 2026 to the Attorney General of the Federation and Minister of Justice, in line with the working group’s approved work plan.

The proposed legislation seeks to establish a constitutional and legislative framework for a dual policing structure comprising a Federal Police Service and State Police Services.

Chief of Staff to the President and Chairman of the Presidential Working Group on the National Policing Bill, Femi Gbajabiamila, disclosed this in a statement issued on Tuesday.

He said the submission marked the completion of the working group’s assignment’s drafting stage, adding that the Ministry of Justice would review the bills to ensure compliance with legislative drafting standards and conventions and to prevent conflicts with existing laws.

According to the statement, the ministry is expected to return the validated draft bills to the working group on or before Friday, 30 October 2026.

The working group will subsequently give the validated bills final consideration before presenting them to President Bola Tinubu, thereby concluding its mandate.

Gbajabiamila said the working group remained committed to a rigorous and transparent process that would produce a comprehensive legislative proposal for the President’s consideration and subsequent transmission to the National Assembly.

He added that preparations for the National Policing Bill were proceeding alongside the ongoing consideration of the Constitution of the Federal Republic of Nigeria, 1999 (Sixth Alteration) Bill, 2026, by the state Houses of Assembly.

The constitutional amendment process must be completed before the bill can be transmitted to the National Assembly.

The proposed dual policing structure would provide for separate federal and state police services within the framework to be established by the legislation.

The draft bill and its accompanying amendments are yet to complete the review and validation process, and the working group is expected to present the finalised proposals to the President after the ministry’s review.
